So, let’s take a look at the most relevant changes and announcements that will make this year the most special for Ukrainian students.
Revolution in higher education: changes in state grants for tuition fees
The Ministry of Education and Science has developed an important draft law, which aims to introduce revolutionary changes in the financial support of students. An innovative mechanism for providing state grants to pay for training services, in particular, for obtaining higher education, is being introduced.
This landmark document is already available for public discussion after the strategic meeting of Prime Minister Denys Shmyhal with key representatives of the Ministry of Education and Science, the Ministry of Economy, the Ministry of Digital Transformation and the Ministry of Finance. The discussion is aimed at improving educational projects in Ukraine and ensuring the financial stability of students.
What changes and announcements have taken place in student Grants?
☑️: The draft law envisages the expansion of sources of funding for higher education through the provision of non-refundable state subsidies for tuition fees. This will become a new tool for ensuring the rights of individuals to obtain higher education and the development of educational opportunities.
☑️: The main emphasis is on the fact that these grants will be provided without additional obligations for students, which are clearly defined by legislation. This approach will make the financing system more flexible and democratic for different layers of society. After all, state grants will be available to those who have the right to study at the expense of a state or regional order, or under a contract with full or partial payment of studies through state grants.

Current changes and trends: provision of social scholarships for students of Ukraine during martial law
Since the main changes occurred in the payment of Social Scholarships, we will talk about them.
According to the resolution of the Cabinet of Ministers of Ukraine No. 1496 of December 16, 2022, amendments were made to the resolution of December 28, 2016 No. 1045 aimed at improving the conditions for providing social benefits during martial law.
Who will be eligible to receive Social Scholarships during martial law?
📌: One of the key innovations is the preservation of the payment of the social scholarship for students of all preferential categories, even if the validity period of the passport has expired. Since according to Resolution No. 1202 of October 21, 2022, a passport of a citizen of Ukraine of a certain type is valid, regardless of whether a photo card is pasted, provided that they are exchanged within 30 days from the day martial law is lifted.
📌: If we talk about students with disabilities and persons with disabilities of groups I-III, then the payment of the social scholarship does not stop for them, even if a number of actions of the medical opinion have been completed. Provided that most of the documents specified by the deadline are submitted, the scholarship payment continues during the period of validity or cancellation of martial law.
📌: Students who have children with disabilities can also safely count on social pensions. If the series of actions of the medical opinion has ended during the martial law, the payment of the stipend will not be stopped.
📌: However, there are no new rules for students from low-income families, so it is mandatory for students in this category to update their income certificate.
Important: in case of termination of the payment of the social scholarship due to the expiration of the validity of the passport or medical report, students should contact the relevant person at the faculty or institute and submit an application for continuation of the payment.
